{"id":326,"date":"2020-04-06T07:00:59","date_gmt":"2020-04-06T06:00:59","guid":{"rendered":"https:\/\/eldiariodelaeducacion.com\/porotrapoliticaeducativa\/?p=326"},"modified":"2024-08-21T16:50:53","modified_gmt":"2024-08-21T14:50:53","slug":"de-concertada-a-publica-o-a-privada-en-un-proceso-es-posible","status":"publish","type":"post","link":"https:\/\/eldiariodelaeducacion.com\/porotrapoliticaeducativa\/2020\/04\/06\/de-concertada-a-publica-o-a-privada-en-un-proceso-es-posible\/","title":{"rendered":"De concertada a p\u00fablica o a privada en un proceso \u00bfEs posible?"},"content":{"rendered":"<p><span data-contrast=\"auto\">Las escuelas de iniciativa privada\u00a0<\/span><span data-contrast=\"auto\">sostenidas\u00a0<\/span><span data-contrast=\"auto\">con presupuesto p\u00fablico se establecieron en 1985, asimil\u00e1ndose \u201cte\u00f3ricamente\u201d\u00a0<\/span><span data-contrast=\"auto\">a l<\/span><span data-contrast=\"auto\">as escuelas p\u00fablicas, mediante la Ley Org\u00e1nica reguladora del Derecho a la Educaci\u00f3n (LODE) con el argumento de falta de recursos<\/span><span data-contrast=\"auto\">\u00a0p<\/span><span data-contrast=\"auto\">ara escolarizar a toda la poblaci\u00f3n.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Desde entonces ha habido un debate abierto sobre la continuidad de estos conciertos. Debate que ha sido aprovechado constantemente por el empresariado de la ense\u00f1anza privada para seguir ara\u00f1ando conciertos, mayores subvenciones y aumentando su negocio. Entre otros mensajes, se argumenta, por ejemplo, que los fondos p\u00fablicos no son suficientes ya que el coste por alumno es menor que en el sector p\u00fablico y, por tanto, \u201cvoluntariamente\u201d las familias han de aportar cuotas \u201cvoluntarias\u201d<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0que es el t\u00e9rmico que se utiliza para escapar de la prohibici\u00f3n. Hoy siguen defendiendo y pidiendo que se aumenten los conciertos, dicen, con el fin de que se haga efectivo el \u201cderecho\u201d de las familias a elegir centro para\u00a0<\/span><span data-contrast=\"auto\">sus hijos e hijas<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A<\/span><span data-contrast=\"auto\">lgunos pa\u00edses<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">(B\u00e9lgica, Francia, Malta y\u00a0<\/span><span data-contrast=\"auto\">Holanda<\/span><span data-contrast=\"auto\">)\u00a0<\/span><span data-contrast=\"auto\">que tambi\u00e9n tienen\u00a0<\/span><span data-contrast=\"auto\">instaurad<\/span><span data-contrast=\"auto\">a esta pr\u00e1ctica\u00a0<\/span><span data-contrast=\"auto\">no llega<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">a las cifras\u00a0<\/span><span data-contrast=\"auto\">del nuestro<\/span><span data-contrast=\"auto\">, con la salvedad<\/span><span data-contrast=\"auto\">\u00a0de<\/span><span data-contrast=\"auto\">\u00a0que se permiten los conciertos en zonas m\u00e1s degradadas y con problemas sociales.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En Espa\u00f1a, l<\/span><span data-contrast=\"auto\">a escuela concertada acoge a cerca de un mill\u00f3n de alumnos<\/span><span data-contrast=\"auto\">\u00a0y alumnas<\/span><span data-contrast=\"auto\">\u00a0y emplea a 130.000 profesores en 3.500 centros<\/span><span data-contrast=\"auto\">\u00a0con un presupuesto\u00a0<\/span><span data-contrast=\"auto\">de dinero p\u00fablico\u00a0<\/span><span data-contrast=\"auto\">destinado en 2017 de 6.179 millones de euros<\/span><span data-contrast=\"auto\">, distribuidos de manera des<\/span><span data-contrast=\"auto\">igual\u00a0<\/span><span data-contrast=\"auto\">en los distintos\u00a0<\/span><span data-contrast=\"auto\">territorios.<\/span><span data-contrast=\"auto\">\u00a0La\u00a0<\/span><span data-contrast=\"auto\">mayor\u00eda<\/span><span data-contrast=\"auto\">\u00a0de los centros<\/span><span data-contrast=\"auto\">\u00a0est\u00e1n<\/span><span data-contrast=\"auto\">\u00a0situados<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">en comunidades de renta alta o tradici\u00f3n \u201cideol\u00f3gica\u201d de escuela privada.\u00a0<\/span><span data-contrast=\"auto\">En cifras globales, estos centros\u00a0<\/span><span data-contrast=\"auto\">acoge<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0a uno de cada cuatro\u00a0<\/span><span data-contrast=\"auto\">estudiantes\u00a0<\/span><span data-contrast=\"auto\">en\u00a0<\/span><span data-contrast=\"auto\">la ense\u00f1anza obligatoria (e<\/span><span data-contrast=\"auto\">l\u00a0<\/span><span data-contrast=\"auto\">30<\/span><span data-contrast=\"auto\">% de<\/span><span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">\u00a0alumnado<\/span><span data-contrast=\"auto\">)<\/span><span data-contrast=\"auto\">, c<\/span><span data-contrast=\"auto\">ifras superadas\u00a0<\/span><span data-contrast=\"auto\">\u00fanicamente<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">por<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">B\u00e9lgica<\/span><span data-contrast=\"auto\">\u00a0en el n\u00famero de alumnos matriculados<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Es de destacar\u00a0<\/span><span data-contrast=\"auto\">que el<\/span><span data-contrast=\"auto\">\u00a06<\/span><span data-contrast=\"auto\">4<\/span><span data-contrast=\"auto\">% de las\u00a0<\/span><span data-contrast=\"auto\">escuelas concertadas<\/span><span data-contrast=\"auto\">\u00a0son directamente propiedad de la Iglesia o instituciones ligadas a ella<\/span><span data-contrast=\"auto\">\u00a0y que<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">algunas<\/span><span data-contrast=\"auto\">\u00a0de ellas<\/span><span data-contrast=\"auto\">\u00a0segrega<\/span><span data-contrast=\"auto\">n por\u00a0<\/span><span data-contrast=\"auto\">sexo<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">argumentan<\/span><span data-contrast=\"auto\">do<\/span><span data-contrast=\"auto\">, adem\u00e1s,<\/span><span data-contrast=\"auto\">\u00a0que\u00a0<\/span><span data-contrast=\"auto\">su labor<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">es\u00a0<\/span><span data-contrast=\"auto\">de verdadera\u00a0<\/span><span data-contrast=\"auto\">ayuda\u00a0<\/span><span data-contrast=\"auto\">al Estado.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">El que\u00a0<\/span><span data-contrast=\"auto\">los presupuestos p\u00fablicos<\/span><span data-contrast=\"auto\">\u00a0subvencione<\/span><span data-contrast=\"auto\">n\u00a0<\/span><span data-contrast=\"auto\">a escuelas<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">privadas y<\/span><span data-contrast=\"auto\">\u00a0que\u00a0<\/span><span data-contrast=\"auto\">se\u00a0<\/span><span data-contrast=\"auto\">pida\u00a0<\/span><span data-contrast=\"auto\">por amplios sectores\u00a0<\/span><span data-contrast=\"auto\">que se acaben los conciertos en un proceso de tiempo que podr\u00eda\u00a0<\/span><span data-contrast=\"auto\">tratarse\u00a0<\/span><span data-contrast=\"auto\">aproximadamente de 10 a\u00f1os<\/span><span data-contrast=\"auto\">. N<\/span><span data-contrast=\"auto\">o es una cuesti\u00f3n ideol\u00f3gica<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0como\u00a0<\/span><span data-contrast=\"auto\">sus\u00a0<\/span><span data-contrast=\"auto\">defensores\u00a0<\/span><span data-contrast=\"auto\">afirman\u00a0<\/span><span data-contrast=\"auto\">sino<\/span><span data-contrast=\"auto\">, sobre todo,<\/span><span data-contrast=\"auto\">\u00a0un\u00a0<\/span><span data-contrast=\"auto\">tema<\/span><span data-contrast=\"auto\">\u00a0de modelo\u00a0<\/span><span data-contrast=\"auto\">educativo<\/span><span data-contrast=\"auto\">\u00a0y de justicia social,\u00a0<\/span><span data-contrast=\"auto\">ya que:<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"2\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">El que<\/span><span data-contrast=\"auto\">\u00a0estos centros educativos<\/span><span data-contrast=\"auto\">\u00a0est\u00e9n financiados por fondos p\u00fablicos no indica que sea educaci\u00f3n p\u00fablica. Sus caracter\u00edsticas pedag\u00f3gicas y de gesti\u00f3n son de escuela privada y no\u00a0<\/span><span data-contrast=\"auto\">aplican<\/span><span data-contrast=\"auto\">\u00a0toda la normativa estatal del\u00a0<\/span><span data-contrast=\"auto\">funcionamiento de las escuelas p\u00fablicas. No se niega que hagan un servicio\u00a0<\/span><span data-contrast=\"auto\">subsidiario\u00a0<\/span><span data-contrast=\"auto\">a la poblaci\u00f3n, pero la educaci\u00f3n\u00a0<\/span><span data-contrast=\"auto\">que\u00a0<\/span><span data-contrast=\"auto\">imparten<\/span><span data-contrast=\"auto\">\u00a0no<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">responde<\/span><span data-contrast=\"auto\">, en termino generales, a los<\/span><span data-contrast=\"auto\">\u00a0principios de igualdad y solidaridad,\u00a0<\/span><span data-contrast=\"auto\">participaci\u00f3n<\/span><span data-contrast=\"auto\">\u00a0y democracia\u00a0<\/span><span data-contrast=\"auto\">que son exigibles\u00a0<\/span><span data-contrast=\"auto\">a la educaci\u00f3n\u00a0<\/span><span data-contrast=\"auto\"><span data-contrast=\"auto\">p\u00fablica.<\/span><\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"2\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Con fondos p\u00fablicos de nuestros impuestos que<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0pagamos todos y todas<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0se financia<\/span><span data-contrast=\"auto\">\u00a0una tipolog\u00eda\u00a0<\/span><span data-contrast=\"auto\">de escuela<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">que selecciona<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0a su alumnado<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0con el argumento de la libertad\u00a0<\/span><span data-contrast=\"auto\">de elecci\u00f3n<\/span><span data-contrast=\"auto\">\u00a0de\u00a0<\/span><span data-contrast=\"auto\">las familias<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">para<\/span><span data-contrast=\"auto\">\u00a0escoger el centro educativo<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">cuando lo que realmente\u00a0<\/span><span data-contrast=\"auto\">sucede es\u00a0<\/span><span data-contrast=\"auto\">que se est\u00e1n<\/span><span data-contrast=\"auto\">\u00a0selecci<\/span><span data-contrast=\"auto\">onando a<\/span><span data-contrast=\"auto\">\u00a0las familias\u00a0<\/span><span data-contrast=\"auto\">m\u00e1s\u00a0<\/span><span data-contrast=\"auto\">interesantes<\/span><span data-contrast=\"auto\">\u00a0desde<\/span><span data-contrast=\"auto\">\u00a0cada<\/span><span data-contrast=\"auto\"><span data-contrast=\"auto\">\u00a0centro.<\/span><\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"2\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">La principal consecuencia es que s<\/span><span data-contrast=\"auto\">e segrega a una parte importante del alumnado. Los informes nos indican que la escuela p\u00fablica matricula al 80% de<\/span><span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">\u00a0alumn<\/span><span data-contrast=\"auto\">ado<\/span><span data-contrast=\"auto\">\u00a0inmigrante pese a escolarizar el 71% de la poblaci\u00f3n total<\/span><span data-contrast=\"auto\">. L<\/span><span data-contrast=\"auto\">a concertada tiene un 14% de inmigrantes con un\u00a0<\/span><span data-contrast=\"auto\">30<\/span><span data-contrast=\"auto\"><span data-contrast=\"auto\">% del alumnado general.<\/span><\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"2\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Se<\/span><span data-contrast=\"auto\">\u00a0genera<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0dos redes educativa<\/span><span data-contrast=\"auto\">s sostenidas<\/span><span data-contrast=\"auto\">\u00a0con presupuesto<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0p\u00fablico<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">que atienden a poblaciones sociales diferentes\u00a0<\/span><span data-contrast=\"auto\">y aunque no pueden hacer una selecci\u00f3n seg\u00fan la normativa, se hace. Las cuotas \u201cvoluntarias\u201d son<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0de hecho<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0una forma de seleccionar a<\/span><span data-contrast=\"auto\">\u00a0las familias<\/span><span data-contrast=\"auto\">\u00a0que puede<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0pagarlas.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\"><span data-contrast=\"auto\">Hay otras formas de selecci\u00f3n como el \u201cefecto barrio\u201d donde se ubica la ense\u00f1anza privada concertada.<\/span><\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"2\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Las escuelas concertadas defienden que su gasto<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0en comparaci\u00f3n con la educaci\u00f3n p\u00fablica<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0es menor seg\u00fan\u00a0<\/span><span data-contrast=\"auto\">algunas<\/span><span data-contrast=\"auto\">\u00a0estad\u00edsticas<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Otras<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0que incorporan m\u00e1s variables<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0dicen lo contrario<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">Adem\u00e1s,<\/span><span data-contrast=\"auto\">\u00a0no\u00a0<\/span><span data-contrast=\"auto\">argumentan\u00a0<\/span><span data-contrast=\"auto\">que ellos tienen en sus aulas estratos sociales m\u00e1s altos debido a la selecci\u00f3n del alumnado<\/span><span data-contrast=\"auto\">\u00a0y\u00a0<\/span><span data-contrast=\"auto\">que\u00a0<\/span><span data-contrast=\"auto\">se\u00a0<\/span><span data-contrast=\"auto\">tiene en cuenta el gasto de las familias<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Aun\u00a0<\/span><span data-contrast=\"auto\">as\u00ed,<\/span><span data-contrast=\"auto\">\u00a0ocultan que<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">la escuela p\u00fablica tiene muchas m\u00e1s necesidades de apoyo, soporte y refuerzo que ellos no utilizan<\/span><span data-contrast=\"auto\">\u00a0porque no los necesitan. T<\/span><span data-contrast=\"auto\">ampoco contemplan el coste financiero de las escuelas rurales, que son p\u00fablicas<\/span><span data-contrast=\"auto\">\u00a0en su totalidad,\u00a0<\/span><span data-contrast=\"auto\">la formaci\u00f3n del profesorado&#8230; etc.<\/span><span data-ccp-props=\"{&quot;134233279&quot;:true,&quot;201341983&quot;:0,&quot;335559685&quot;:360,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/li>\n<\/ul>\n<p>La escuela\u00a0p\u00fablica\u00a0es la columna vertebral de la construcci\u00f3n de la\u00a0ciudadan\u00eda\u00a0democr\u00e1tica.\u00a0El sistema socioecon\u00f3mico que tenemos\u00a0nos ha legado un sistema educativo dual y un Estado democr\u00e1tico no\u00a0puede\u00a0<span data-contrast=\"auto\">permitirse<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">desde\u00f1a<\/span><span data-contrast=\"auto\">r la<\/span><span data-contrast=\"auto\">\u00a0escuela p\u00fablica y apoyar a la ense\u00f1anza privada-concertada y confesional. El deber de las administraciones p\u00fablicas es articular un sistema p\u00fablico de educaci\u00f3n igualitario<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">basado en la justicia social y democr\u00e1tico<\/span><span data-contrast=\"auto\">\u00a0y efectivo<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0con una gesti\u00f3n eficaz y eficiente del subsistema estatal y unas reglas claras y cohesivas para el sector educativo privado<\/span><span data-contrast=\"auto\">, que deber\u00e1 ser siempre subsidiario al p\u00fablico.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\" data-wac-het=\"1\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Por todo ello, el\u00a0<\/span><span data-contrast=\"auto\">\u2018<\/span><a href=\"http:\/\/about:blank\/\"><i><span data-contrast=\"auto\">Foro de Sevilla. Por otra Pol\u00edtica Educativa<\/span><\/i><\/a><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">, defiende que la responsabilidad de la escolarizaci\u00f3n ha de regularse y planificarse con la afirmaci\u00f3n de la centralidad de la escuela p\u00fablica.
